I think it’s primarily for friends and family

The 3 times I’ve gone I was lucky enough to have a credential and with a team. VT would get some but those will go to family and close friends first and if any big time donors want to go, the Hokie Club would probably hook them up. It’s not like a bowl allotment system, or that many tickets.

Secondary market might be the best bet. They talk about how they sell out, but usually empty seats if OU isn’t playing. And obviously some people buy them just to resell them.
